The Ministry Of Industry And Commerce Issued Specific Tasks To Eliminate Backward Production Capacity.

On May 27~28, the Ministry of industry and information technology held a working conference on eliminating backward production capacity of the national industrial system in Beijing.

At the meeting, the Ministry of industry and information technology issued the task of eliminating the backward production capacity of 18 industries in 2010, according to the notice of the State Council on Further Strengthening the work of eliminating backward production capacity and the State Council's notice on further increasing efforts to ensure the implementation of the "11th Five-Year energy saving and emission reduction target" notice, including the two major fields of printing and dyeing and chemical fiber in the textile industry.

Before the end of 2011, it was requested that the 74 type dyeing and finishing production line, the pre-treatment equipment with a lifetime of more than 15 years, the batch dyeing equipment with a bath ratio of more than 1: 10, be eliminated by the end of 2011, and the backward printing machines, hot melt dyeing machines, hot air cloth stretching machines and setting machines should be eliminated, and the backward production processes and equipment with high energy consumption and high water consumption could be eliminated. The R531 type acidic old viscose spinning machine, the annual production of viscose production line below 20 thousand tons, the wet process and DMF solvent spandex production process, the solvent solvent acrylic production process, the semi-automatic winding equipment of polyester filament spindles below 900 millimeters, and the intermittent chemical polyester equipment and other backward fiber production capacity could be eliminated. The State Council issued the State Council on April 6th to further strengthen the elimination of backwardness.

The work conference on eliminating backward production capacity of the national industrial system further put forward the annual objectives and tasks of eliminating backward production capacity in various industries, and resolved them into the provinces (autonomous regions and municipalities).

In 2010, the textile industry will complete the task of eliminating 3 billion 130 million meters of printing and dyeing and 558 thousand tons of chemical fiber production capacity.

At the meeting, Li Yizhong, Minister of industry and information technology, made a speech entitled "firm confidence and solid work to complete the task of eliminating backward production capacity in 11th Five-Year".

Li Yizhong pointed out that the elimination of backward production capacity is tight, heavy tasks, extensive coverage and strong policy. It is necessary to make comprehensive use of the legal, economic, technological and necessary administrative means to give full play to the role of various functional departments and form a resultant force.

Li Yizhong stressed that all localities must clarify the current primary task and decompose the target of eliminating backward production capacity as soon as possible to the local, municipal, county and enterprises, announce the backward production capacity, backward process equipment, elimination time limit and list of enterprises that need to be eliminated in the local media and the Internet within the specified time limit, so as to ensure that the backward production capacity that should be eliminated this year will be shut down before the third quarter.

Li Yizhong made special mention that this year's central government has initially arranged 4 billion yuan reward funds to support the elimination of backward production capacity. The Ministry of industry and information technology has consulted with the Ministry of Finance on the management of funds, and has made effective arrangements for funds arrangement and elimination of backward production capacity tasks.
